That's not entirely true with switching power supplies. Most
switchers require a MINIMUM amount of current to be drawn in addition
to, of course, having a maximum amount of current that they can supply.
Most switching power supplies will not startup unless there is a minimum
load on it.
I'm not sure where you got the 4 Amp number from, but if you're
talking about the draw on the +5V, then that's probably enough for the
supply to work.

As long as all the voltages are okay, Tom, this supply should work just
fine. Those current specifications tell you the maximum amount of
current
this power supply can deliver, if need be. It'll supply as many amps as
you
like -- up to that amount. You can pull half an amp, three amps,
fifteen,
20, with no trouble. Heck, with 22 amps, you can probably drive several
boardsets all at once! :)
