I think it is pretty much nailed as being regular res.
To clarify, no you don't need a working monitor to figure out what video
output the board is generating. You do need a working board, with a valid
sync signal (and how do you know that without knowing if the board works,
chicken, egg. The board is the source of the video sync signal, the monitor
just uses this signal to "get in step" and paint the proper picture.
