The white compound is thermal paste which helps transfer heat from the
transistor to the heat sink. It can dry out after 20 years. There should
be a very thin mica (or other material) insulator between the transistor
and the chasis. If it was missing or defective you probably would have no
picture and a smoking charred hunk of metal instead of a transistor! :-)
