Xevious ROM problem

Trying to debug a Xevious PCB problem. A Xevious PCB set has two boards,
the CPU and the video with a small PCB interconnect board. I am able to
cross test with a complete known good boardset. Through cross testing, I am
able to verify that the video board and the PCB interconnect board are 100%
okay. During self test the CPU board reports RAM okay, but a ROM error on
ROM 7. The manual idnetifies ROM 7 as location 2C on the CPU board. I swap
that ROM 7 with the corresponding one from the good board and it doesn't
solve the problem. i.e., the good ROM 7 in the bad boardset still reports
an error on ROM 7. The "bad" ROM 7 in the good boardset works fine,
boardset 100% okay. Any advice on where to go next with this? Thanks,
