This is interesting. The signal could be slightly unterminated...and/or the
monitor could also be quite sensitive. Check the video level at that point
while you're troubleshooting and check the p-p video level.
Check the 470 Ohm terminator at the monitor video input to make sure it's still
good. If the value is too high, it will cause streaking. You may also want to
check the decoupling cap C1 (50uF electrolytic).
