Death Race Sound

Hi All,

I have a simple problem, that I might need help with. I am not getting
any sound out of my death race board. The 22VAC is present, but I'm not
getting 15v to the amps. The 2 1N4002 diodes are fine and the big 4000uf
capacitor is new. The other components appears to be fine as well, but I
can never be too sure. Anyway, I have the schematic here.

The power supply section in question is at the top towards the middle.

Any ideas why the 15v might be missing?
