Probably a heater to cathode short in the green gun of the CRT. Only
real fix (other than replacing the CRT) is to install an isolation
transformer made just for this purpose. MCM used to have them in their
catalog, but I can't find a reference to it online.

If you can find where they return the CRT heater supply to ground and
unground it you may get usable results.
