Flummoxed by Kozmik Kruzer

Working on a KK board. When I start it up it appears to go through a couple
of self test screens then hang and a screen full of green @ signs.
9010 reports that all roms / ram are fine.
 
I replaced the Video board / sound board with those from a working TRON set.
No change.
 
I swapped the roms on the board with those from the TRON board. Game comes
up and goes through demo mode just fine.
 
I tried the KK roms in the tron boards. Same problem as on the KK board.
Ok you say bad roms (ignoring that the 9010 says they are fine), easy.
 
Burned a new set of roms with images I got from a mame distribution. (after
verifying that all the roms I pulled matched the images).
 
Put the new roms into the tron board. Same problem.....
 
The KK board is a rev G000, the Tron set C000. As far as I can tell the rom
swap should work.
 
I have tried running it from the 9010 and with the z80 in place. No
difference.
 
Any ideas?
