If memory serves, 4016s have a much higher "on" resistance than 4066s,
and that their resistance becomes non-linear at =< 5V operation. Maybe
that has something to do with it?
Other than that, yeah, they're basically identical in function, which
is probably why I've hardly ever seen any designs which actually used the
4016, although I've seen 4066s all over the place. :)
