I ran across a photo scan of the schematics for a game called "Super Twin"
from my searches it is a multi-game
Super Twin (Hoei, 1979) (Head On (licensed) / Super Space Stranger)
a clone of space invaders. It uses two of these IC's instead of the
SN76477 used on invaders
Also in my search I found that another multi-game uses the SN94560 on the audio board

I do not have the board.
Using the SN on the number I would guess it was by TI.
