BK makes some, I have the 550. But not cheap, about $300. The one to look
for IMHO is an ICT 101. Most if you didn't know require a good chip in the
same family (LS, S, HC, etc.) to compare it to for best results. The ICT has
a library so it knows what the chip is supposed to do. Very hard to find
though.
It is my opinion that they will 'lie' to you, and you also have to know when
they are telling the truth. For instance if a pin is tied low by accident on
the PCB, and the same pin of the chip in the comparator goes high, it will
show as a fault. But it is because the two chips aren't tied directly
together. So, really the chip in the PCB is good, but you have a problem on
the board itself for example a bent over pin touching ground or another pin.
