I think the cable is the issue. I'm running a db9 on the PC end and a db25 on the fluke end. I believe I need pin 7 of the db9 to pin 5 of the db25 as well as pin 8 of the db9 to pin 4 of the db25. These are the request and clear to send and none of these ohm out. I believe these are the handshake. I will try the low baud as suggested.
