I went back and double checked my work on cut traces and jumpers and didn't see any errors. I replaced the 6800 with a 6502a, and tied pin 19 to VCC.
Can I use the original ROM in the 6800 POD? If so, is it more than just tying pin 19 to VCC?

6502P would be 1MHz in a plastic case.
6502A is a 2 MHz part (needed especially for vector games).
