My personal opinion is that free enterprise should rule. Who ever
these units are worth the most to (ie, who is willing to pay the highest
price) should receive them. Either in a simple auction format, or even
in a reverse auction format (much quicker!) Supply and demand is a
very simple principle, as is the open market.

Second to that, you should make it first come first served.

Of course, this is just my opinion. If you get $10000 for them, or
give them away - its all up to you. They are worth only what the
market will put forth.
