It could be that the screen control (brightness) is turned up too high (could
also be from caps too, i suppose). Turn the machine on and wait for it to warm up.
Then go into the test mode and adjust the color bias, gain, and brightness.
The Wells Gardner monitor manual describes the whole process.
If you fear the caps may be bad as well, throw a cap kit on the monitor first which
will replace most of the common points of failure. You can get the kits from
