I've been happy with www.pair.com. They're not free, but if you just want to
set up a site with your own domain name, they're pretty damn cheap.

Only $5.95 a month for your own domain. (You still have to pay the NIC
charges.)

Most places I looked into required you to buy so many options before they
allowed you to stick a domain name on a site that the prices became outrages.

www.concenctric.com and www.cts.com both wanted $39 a month to host a personal
domain. That was a few years ago, there prices may have changed since then.

Without the domain name www.pair.com is $4.95 a month for 30MBs of web space.
