Can you isolate the problem to that particular deflection board, and
that the noisy signal isn't being produced by the game board itself?

I've heard of trim pots going bad in freaky ways as they age; have you
tried diddling with the size pot on the deflection board?

Check your small-signal diodes (1N914 or 1N4148) and make sure one isn't
shorted or open.
