This sounds all too familiar.. This is a problem with the DVG :( You can verify this by following the steps described in the Asteroids Repair FAQ. It talks about pulling and socketing a chip and bending a pin out effectively disabling the main CPU from waiting on the DVG. At this point you will be able to play the game blind.

 From here, it starts to suck tracking down the problem. You'll basically need to check everything. One thing I was able to do was turn the machine on in test mode (with the watchdog disabled) then flip it into game mode. This would let me play the game with bogus characters all over the screen. Fwiw, my problem turned out to be a bad counter.
