They are what's called "zero-ohm resistors." Yes, they are in fact just
plain jumpers. They are resistors with (theoretically) zero ohms of
resistance. They're used in many applications because it's easier for
the assembling equipment to handle and insert resistors instead of thin
lengths of wire.

I've heard of these brown jumpers failing after a while. If you're
working on the board anyway, you might eliminate a headache in advance
by replacing them with just plain wire.
