Could be a number of things... These are 2716 EPROMs, which run strictly
from +5 volts. Is that what they're getting? If it's more than 5.2 volts,
you're begging for trouble.

Perhaps you've got some flaky chip sockets. The chips themselves might be
okay, but they're making intermittent contact with their sockets. Try
"scrunching" them with your fingers.

Low-humidity days increase the chance of static discharge, which electronics
don't like. Keep boards in anti-static bags when storing them. This also
keeps them clean.
