Well, a scope is your first choice when it comes to measuring ripple. With the
scope you cannot only 'see' what kind of ripple you have (the waveform, i.e. 60
Hz ripple, switching power supply ripple, HV ripple...) but you can also see the
actual peak values. The scope gives you a far more accurate measurement IHMO.

By setting the scope to 'AC' input, you can 'amplify' the ripple on the DC by a
great deal to make it very clear on the display. By setting it to DC, if the
ripple is really bad, you can see it in direct relation the the DC level.
