The label you're seeing is the serial #, model #, etc. of the machine,
along with the Atari copyright information, and location of
manufacture. The placement of this sticker tends to vary. On four Tempest
cabinets in my garage right now, one is above the coin door exactly
centered, one is to the far left, another is below the coin door (weird) -
the final one is on the back of the machine only.
The four screw holes you've found in yours may be where an operator had
secured a piece of plexiglass over the tax permit, etc. This is very
common in my experience, except usually there's two large holes where a
carriage bolt and wing nut were used to hold the plexi down.
