Majority is the key word here.

Being that I have a Tac/Scan kit box here, I know Tac/Scan came as a kit. I think Tac/Scan was actually a fairly popular kit also. The converta-cabinet game I have was actually an Eliminator which was converted to a Tac/Scan (under the Tac/Scan sticker is an Eliminator sticker). The Zektor flyer does mention that it comes as a kit for Eliminator and Space Fury (notice no mention of Tac/Scan; Zektor came after Eliminator and Space Fury). Also, due to the difference of artwork between 2 different Eliminator kits, I am led to believe that Eliminator was ALSO a popular kit, as you can almost never find the early (original) version of the artwork.

Maybe. I do know that I've seen the boxes for the non-Sega cabs, and they also contain the G08 monitor needed.

AFAIK, These were the only cabs used for Sega XY games:

1) Converta Cab
2) Sega cocktail
3) Dedicated Star Trek upright
4) Star Trek cockpit
5) Eliminator 4-player
