If the -28V is not there, test the 555 timer. I've had
problems with those (and the EAROM).
Potential issues:
1) EAROM bad?
2) -28V not here?
3) 555 timer not working?
4) socket for EAROM - bad connectivity?
5) broken parts around the 555 timer (caps, resistors, diodes etc)?

My guesses would be that your EAROM is dead (they didn't have very many
write cycles) or that the circuit to generate the -30 no longer works
(replace the caps?).

I've got another question I wanted to ask. My AD board won't save the top
3 high scores. What is the fix ? Where and what chip is responsible? Is
it a battery-backed up SRAM or something ?
