Well you had it mostly right. Both you and Andy.
Not 6.3 at the P900 turned out to be a cracked solder joint on the connector.
Also helps to trouble shoot this kind of stuff when you pull your head out and realize your actually working on a 19V2000. Much easier to check the voltages when you have the right pinouts.

There is a fuse in the power supply that controls the 6.3 VAC for both the picture tube's heater and also the lamps in the coin door. It can weaken and create a nice voltage drop if it doesn't flat-out open.
