This is a common problem. It's called "watchdogging." The computer is
constantly resetting itself because it thinks something is wrong. Since you
can't enter self-test, that's a biggie.
It might be something as simple as a bad power supply. Are you getting +5
volts to the chips?
Or it might be bad solder joints on the cable connectors between the CPU
board and the auxiliary board. Check underneath both boards and reflow
those connection pins.
Try reseating all socketed chips. Over time, the I.C.'s tend to creep out
of their sockets. Just "scrunch" them back in with your finger while the
power's off.
