Wierd Tempest Problem

Just spoke to a guy that has a Tempest boardset with a problem I've not
heard of before.

The game powers up and even plays, but at the same time that you are either
playing or while the game is in attract, the test grid and high score entry
alphabet is also on the screen.

Anyone heard of this before? Any thoughts?\
