I've actually been on both sides. But most recently, I've been doing the
engineering/construction stuff (pretty much exactly what you listed,
although a little light in the permit and right of way area. I also have
recently been doing RF performance measurement and analysis (drive testing).
I've been managing a GSM network buildout (PCS C-Block) for a small
partnership covering counties in S. OK and N. TX. They were in the middle of
being bought out when pending finances were stalled this week.

My best friend, who I helped get into the wireless industry in '90, branched
off and started doing the data networking thing. He makes great money, and
there is lots of demand for his skills. He often tries to get me to become
certified ("I've got the entire courses on CD!") so I could make the jump. I
don't mind maintaining my own home network, but troubleshooting /
programming switches and re-configuring routers just isn't my thing. I guess
I've been in the field too long. Cubicles kill me.
