I'm afraid I can't help with the Armor Attack stuff, but the Battlezone problem might be on the motherboard. If you've got an X/Y oscilloscope, connect it to the X and Y outputs of the motherboard and see if the off-center problem is there or not. If it is, then the problem is on the motherboard. If it isn't, then the problem is in the monitor.
Just as a guess, if it's a motherboard problem, it's probably due to a bad op-amp at the outputs. These are rather inexpensive and not difficult to change out. Battlezone did not come with video centering pots, but you can easily add them.
