Asteriods losing voltage

My Asteroids does nothing. Checked the voltage and found a nice
+5.35 at the pin in the harness. HOWEVER, when I check the voltage on the
board, +2.3VDC. I reflowed solder on all connectors on the board. SAME +2.3.
Wired the power lines directly to the PCB, still 2.3 at the check point. Any
ideas out there to help me get this going? Thanks in advance, Dean
