When a picture "blooms" like this, it means that the high voltage is
dropping somehow. It *might* be something as simple as a corroded anode
lead -- the thick red (or black) wire that connects to the anode button on
the picture tube. Remove power, discharge the tube (carefully!), and see
what's under the anode cap. If that metal claw is rusted or if there's a
lot of crud in that area, clean it off and re-install. I've seen this
happen in industrial video monitors.
