Atari vector addr chip

Anyone know what it is that fails in these ? Andy Warren is selling some
NOS ones in rgvac, and I'm tempted to pick up couple as spares. But, are NOS
ones as likely to fail just because they are old, or is it actual use that
makes them die ?

Or does anyone even know ?

(I know you can put in a replacement board, I'm extatic we have that option.

BUT, I can also see these boards having nothing in the sockets but
replacement boards at some point, so if it's available I'ld like to use the
actual chip.)
