Do you have an oscilloscope? I recommend looking at the voltages coming out of the 7815 and 7915 regulators. They should be smooth, flat DC (+15 volts and -15 volts). If they're not, check your inputs. What do your + 22 VDC and - 22 VDC look like? Are they wavy as well?
Can you verify that the problem is indeed on the motherboard and not coming from the power supply?
