This is true, as far as it goes - however, I feel compelled to point
out that:
(a) the water which comes out of your garden hose, household faucets,
dishwasher, etc. is NOT "pure" water; it typically has all manner of trace
contaminants, dissolved minerals, and so on which will render it
electrically conductive.
(b) even if you start off with a sterilized tub of pure, distilled
water to wash your board in, once you've started washing dirt and
contaminants off the board the water is, of course, no longer pure. :)
