In summery, Thanks to everyone that tossed out their ideas.
I never really got a definitive answer to part of my original question
which was "what IS the power good signal from a Computer type power
supply" So I proceeded in an experimental phase.
I used a Acme Electric, Power Supply, Switching, Low Profile, 110 Watts,
4 Outputs, part number
923-9631 from Allied electronics at $150.07 each. This supply offers
the power good, which I used for Pin #3 on the original Sega harness
that was listed as being the 3v AC pin. Thing boots every time!
