That looks to me like you've got a stuck bit in the X axis. I had
something similar happen to me on my Asteroids:

Turned out to be bit 5 going to the DAC was stuck low because it had a cut
trace to the DAC. I'd stick a logic probe on the inputs to the X DAC and
see if all bits are toggling.

Other problems could be the latch feeding it or the X DAC itself.
