gravitar vertical stepping of characters

hi all..

got a gravitar pcb that seems to be stepping the words up from left to
right..

in working on asteroids pcbs i have seen this before and found the problem
in the vertical position counters..

gravitar just has vector data shifters, which appear to be all ok..
(74194's) Could this problem be caused by somethgin in that AVG chip
thingie? i've not worked on grav's before and just wondered if i should pull
my hair out before tryign to find a replacement chip...
