Tempest vector generation trouble

So I have a Tempest board here which plays blind. Vector RAM/ROMs are
good. The RAM was checked with a Fluke 9010a. There is no data getting
through to the dacs.

Before I shotgun the whole VSM, etc, any ideas on where to go next?
