TECH: Tempest reset line question

The reset circuit shows 3.2v and doesn't change when I press the reset
button. What voltage should this be at normally and what voltage should it
change to when the reset button is momentarily pushed in?

Also the outputs of the 74LS193 @ C4 for the 6 MHZ signal are not pulsing,
but their respective inputs are. Should those outputs be pulsing as well?
Could this indicate a bad chip?

BTW, the +/-22v is at +/-24.7v. Is this ok? Other than that all power
connections and voltages seem to be fine.
