First confirm all voltages are there (GOCUS, G@ and B+).
Especially a bad B+ (feeding the RGB amps) will cause this kind of trouble.
It's an easy check with your average voltmeter. If this is all oaky, check the RGB amplifier transistors on the neck board. Can you imrove the settings by increasing the RGB gain/bias controls?

Yes, you need to "shoot the tube." This means to use a tube rejuvenator. It has been said that TV repair shops would do it for cheap (~$20). Since I have so many games, I just bought a used one on eBay.
