NE 501 glowing

Hi All,

Newbee to the Vectorlist, but not a newbee to arcade. I'm working on a WG 19V2000 for my Omega Race sit down. Problem is NE 501 is on, there are retrace lines across the screen like the Z circuitry is not operating, then monitor dims out to nothing after about 15 seconds.

Here's what's done:

Capped, reflowed all connector solder joints and replaced the transistors on the monitor frame.

Why does the neon come on? Spot killer is off.
