The obvious guess is that it turns on / off a sound. ;-)

I'm interested what IC is used at IC15.

This circuit looks much more like the original Cine' circuit than the low
quality hack done on the illegal Japanese cocktail version.

Knowing what IC15 was, would say a lot about the quality of the vector
generator.
