no, it's just that you didnt do all the usual atari-esc stuff.
check for presets with broken leads - happens a lot,
check the soldering on the cable between the boards,
check all the chipsockets.
i learned the hard way about atari fixing tempest boards, mathbox error is almost always the socket not the chip for example.
btw, the lv blowing in your monitor is unlikely to be caused by the game, but if it was then check the one of the outputs isnt stuck at maximum voltage swing.
