DISRST signal - purpose of?

On a Battlezone AVG board there is a DISRST (active low) signal - it's
produced at pin 8 of the LS08 at location L5, the two inputs are RESET
(active low) on pin 10 and VGRST (active low) on pin 9.

These are part of the Vector Halt Latch circuit.

My question is this - during *normal* board operation, should DISRST be
constantly pulsing or, as appears to be the case on my dodgy board,
constantly high?
