ROMs for Tempest?

Hi gang. I have what is hopefully an easy question.

I recently acquired a few Tempest PCBs that are missing the ROMs. I have a couple of complete sets of ROMs to copy but I have no experience in doing this. Does anyone have a recommendation for an EPROM programmer [assuming I can find the 2716 chips to use]? I assume that the programmer would be able to read a good chip, save it to disk, and then write it back to a fresh ROM?
