Dan,
If you're sure the problem is on the board and not in the monitor, check all
of the positive and negative voltages in the analog section (there are a lot
of them). Sounds like one side is missing.
You could have bad rectifiers, bad regulators, or bad zeners.
If the problem's in the monitor, than it's a different story...
