You say you have no deflection, but can you hear the Yoke Chattering ? (Odd that the spot killer is off) - If so I'd say check the spot killer output , Z amp section and brighness/contrast..  
 
Are you using an asteroids board to test it ? - I've found the beam spends a bit of time in the middle of the screen when not drawing, giving me dots in the middle on poor screens you see....

Ok, I've got a 19v2000 that out of the blue just started producing a single dot middle of the screen. 

Spot Killer LED is off, (yes it works) 

But getting no X Y deflection. 

I've read somewhere that cause was probably q503, and 504. Checked and replaced both with good known. No help. 

Can swap with another deflection board, and it works fine. So game board doesn't seem to be the problem.
