Bad Output on Tempest

I've got a Tempest with bad video out. The Test screen shows X's and no
border box to speak of, and the diamond pattern is no there..
Not sure where to be looking for this one. It's new to me. Here's a screen
shot of the normal test mode, where you should see 0 and 1 for the option
switches.
