Tempest X,Y size

Having a strange issue with a Tempest. The X, and Y size is to big. I can
adjust the size smaller, or larger but I can't get it small enough to fit on
the screen. It's got new adjustment pots and the picture looks fine. It's
just to big.

Any ideas?
