That's what I thought the 15 and -15 were for too.
Going along with the resistor idea, I had previously checked the resistor
R69 since this is an earlier rev board, and C103 was added on to it as an
after thought on this board. The cap was between pin 14 of D9 and R69
instead of between ground and R69. That didn't change anything.
I had been flexing the board to see if there were cold solder joints but
that didn't seem to provide and definite results. So I went ahead and
reflowed all the resistors in the circuit.
So far picture is stable, so I'm pretty sure it was just a cold joint on one
of the resistors.

As for the -5V
I have DP-156-01 2nd printing.
Not that I couldn't have missed it, but I've looked all over for the -5v and
or optional components. Maybe I just need more coffee.
